"Access to the radio spectrum is key to guaranteeing all European citizens, whether in rural or urban areas, access to digital technologies and broadband, and the total turnover of this industry is approximately EUR 200 billion. Therefore, given the value of the radio spectrum, it is imperative to set out the EU’s priorities for its allocation and use. The Digital Agenda, the digital economy and this, the first policy programme for five years, are therefore aimed at stimulating our economy and realising the Internal Market in all its aspects. It is crucial for the European telecommunications industry to regain its global leadership and create an impetus for greater productivity, cohesion, competitiveness and access to a single market."@en1
