"The proposal put forward by the European Commission sets out ambitious tasks for the whole Union in relation to combating the painful effects of the economic crisis for the European labour market. I would like to express support for the amendments proposed in the Committee on Employment and Social Affairs, which emphasise the fundamental role of European funds in coping with the crisis and recovering stability in the labour market, and propose simplification of systems for allocating funds so that they will be an attractive form of aid for potential beneficiaries.
However, even the most appropriate strategies and guidelines will not bring the expected result without close cooperation between all the European Union’s Member States. The greatest threat to achieving the aims of this strategy seem to me to be the announcements of reductions in the resources available from the Structural Funds in the next financial framework, for the years 2014-2020, which is a clear symptom of a particularistic mindset at the expense of support for the Union as a whole. Not even the best modified legal, institutional and systemic frameworks, even though they are consistent with the guidelines we have adopted, will bring the expected improvement in the labour market without a guarantee of the funds needed for their implementation."@en1
