"This purely declaratory report at least has the merit of criticising the EU’s past complacency towards dictatorships, calling on Member States to uphold the principle of ‘non-refoulement’ and requesting that the eradication of poverty should guide the EU’s external action. These are empty words. The text supports the creation of deep and comprehensive free trade areas (DCFTA), and progressive alignment of rules on free and undistorted competition. It validates the European ambition to gradually include all the countries involved in the EU’s internal market. Worse still, it brings about segregation by anticipating future EU accession for Eastern countries alone, to the exclusion of the Mediterranean countries. This is arbitrary imperialism.
