"Mr President, as an election observer, I already expressed in Moscow that the political competition had not been fair and that the parties had not been on an equal footing, especially as regards the flawed law on voting rights, the party law, and free access to the media. At the same time, I would warn my fellow Members that it would be out of proportion to demand repeated elections. This is not the way to deal with Russia; we should instead firmly caution Russian political actors to organise the presidential elections in a fair and straightforward manner. I fully agree with those who spoke before me with respect to the United Russia Party having suffered serious losses and having lost a constitutional majority.
With the leading government party no longer holding a constitutional majority, Russian democracy has taken a step forward. Not only does the party have a strong opposition in parliament, but the riots in the streets also show that Russia is not satisfied with the results of modernisation."@en1
