lpv:translated text	"Mr President, the ruling party in Romania has taken the decision, by assuming responsibility for the Government in Bucharest, and without even consulting the other parties or holding a debate on the subject, to merge the local elections with parliamentary elections. The bill in question is illegal and an abuse of power because the postponement of local elections infringes several provisions in force which stipulate that the date of local elections may be delayed in the event of war or disaster, but Romania is in neither of these situations. The postponement of local elections is profoundly undemocratic, given that electoral standards produced at European level rule out postponing elections, as stipulated by the 2010 Venice Convention on electoral standards, rights and freedoms. I believe that this unprecedented situation, which is out of step with democracy, is an attack on European values and must be responded to by Romanian and EU civil society and other international bodies which believe in freedom and democracy."@en1
