"Mr President, in the spring of 1848, a wave of democracy swept over Europe, resulting in the recognition of human rights and demands for universal suffrage. I hope that the Arab Spring will not meet the same fate as the European Spring did in 1848 when the setback came and kings and dictators took back the power from the people.
It is important that we bring up this particular case, but it is also a failure on our part that, in 1999, we decided to have a military force and a peace-keeping force, but we put all our effort into the military force. If we had built up the peace-keeping force with quarterly reports, judges, bureaucrats, police trainers, engineers and democracy engineers, we would have been in a position to help these countries when the Arab Spring arrived. It is high time that we sorted out the European peace-keeping force. That is how we can best help these countries now, so that they do not suffer the same failure that we did in 1848."@en1
