"Mr President, Karl Marx once said that every step of a real movement is more important than a dozen programmes. Sometimes, this statement by Marx occurs to me when people here discuss the flood of programmes that pour in from the Commission. I am very pleased that the Commission has made progress with the financial transaction tax (FTT) and Eurobonds. It may be that historical literature of the future will present the view that these two phenomena, the FTT and Eurobonds, are the factors that gain their upper hand, as it were, from market forces. I disagree strongly with what a previous speaker, Ms Swinburne, said: it is also an act of justice, because people – all of us – want the financial sector to respond to new challenges, and by taxing it, we will have new resources to implement measures that promote employment."@en1
