"Madam President, ladies and gentlemen, I voted in favour of Mr Simon’s report since I fully agree with the urgency to bring more clarity and directness to the application of rules on State aid to services of general economic interest. In particular, I believe that there is widespread agreement on the urgency to draw up
measures for services of general interest which do not substantially affect commerce between Member States.
Having said this, I have some reservations on the approach chosen by the Commission. In fact, I believe that the excessive quantity of texts, between communications, decision and regulation, runs the risk of confusing the normative framework and of making it appear confused and difficult to understand rather than contributing to a genuine and functional updating of existing rules as required."@en1
