The smart regulation communication expands on the Presidency Conclusions from the January 2007 European Council on the renewed Lisbon Strategy for Growth and Jobs and the Political Guidelines for the Next Commission in which it was suggested that the Lisbon Strategy be transformed into the EU 2020 strategy The purpose of these documents was to emphasise competitiveness and a lesser administrative burden through smart regulation to make markets work for people, and with a clear focus on public consultations, impact assessments, comitology and simplification of existing legislation.
The target of the programme is to reduce administrative burdens by25 % by 2012.
Member States should be required to justify their decision to introduce higher requirements in their domestic legislation beyond the standards set in the EU legislation being implemented.
The necessity of correlation tables accompanying the transposition of directives by Member States must be emphasised and Parliament should be innovative in coming up with incentives to make this happen for every single piece of legislation.
Existing legislation must be continually evaluated in order to ascertain whether it should be simplified or, as the case may be, abolished."@en1
