"Mr President, thank you very much for giving me the opportunity to speak. I also supported the report on public access to documents, as I think did most of my colleagues. This is one of those rights of European Union citizens which directly follows from the EU Charter of Fundamental Rights.
However, I would like to stress that the classification of documents as public, confidential or secret has a very substantial effect on the practical application of the right of access to these documents. The Member States are very often overcautious in assigning a classification. This is why I would like to ask the Commission and the Council to investigate common principles for the classification of documents in the EU, as in my opinion this will have a significant impact on whether it will be a law solely on paper or whether citizens will be able to apply it in real life.
