"We really have no choice but to look at offshore extraction activities, particularly after the disaster in the Gulf of Mexico. The most important extraction sites for Europe are in the North Sea and are often in waters outside the jurisdiction of the European Union. Significant extraction activities are also carried out in the Mediterranean sea, but close to the North African coast and therefore outside European waters. Currently, authorisations for exploiting extracted resources is a prerogative of the Member States, which can amend or update their national contingency plans. It is essential for the EU to request that they align their rules according to shared criteria and, in particular, that they recognise the ‘polluter pays’ principle. However, we can only count on agreements on good neighbourly relations for extraction taking place outside European waters."@en1
