This report aims to replace the link with production in the new system of direct support for farmers with environmental and social criteria. It calls for the introduction of a degressive model of direct payments according to the size of an agricultural holding, and for these to be reserved exclusively for active farmers who use farmland for production and maintain it in a good agricultural and environmental condition. A step is thus being made towards halting the awarding of absurd subsidies to feudal landowners.
It makes changes relating to price volatility, and calls for solutions to be created, at global level, to combat speculation on agricultural commodities and extreme price volatility. It also advocates a safety net and promotes the association of small farmers. Some of the problems caused by the market are diagnosed, and greater emphasis is given to environmental and social issues. The benefits of these points should be recognised, and they should be further fleshed out. Nevertheless, the solutions tabled in the report are along the lines of deepening these same market mechanisms that are responsible for the current crisis of volatile prices and unequal distribution of profits throughout the production chain.
