"Bearing in mind the protracted development of this issue, starting with the Commission’s proposal for a regulation in 2000, its subsequent approval by Parliament in 2002, the initial results of serious difficulties with its acceptance by Member States, the conclusions of the Council in 2009, the non-transposition of its position, the insurmountable problems in the negotiation rounds in December 2010, and the subsequent commitment of a minimum number of Member States to institute enhanced cooperation in this field, despite it not being the exclusive competence of the EU, I approve the present recommendation. I agree with this proposal for a regulation, since a lack of unitary patent protection throughout the EU may lead to a fragmented, complex and expensive patent system. Since all the requirements are met, this can only bring with it advantages for the internal market."@en1
