"Mr President, ladies and gentlemen, food security is a basic human right, and it is achieved only when all people, at all times, have physical, social and economic access to sufficient food.
The new EU common agricultural policy must reflect these new requirements: it therefore needs to respond clearly and unequivocally to food security and other challenges, most notably climate change, the economic crisis and keeping territorial balance within the EU.
We need to promote not only the competitiveness of our products, but also traditional agriculture, small-scale farming, organic farming and local distribution. These models of agriculture have always made, and continue to make, a valid contribution to food security because they often represent the most effective way of utilising land in diverse geographical regions of the EU through the use of methods which have been specifically developed in distinct regions over long periods of time."@en1
