"The institution of the European Ombudsman safeguards the right, anchored in the Charter of Fundamental Rights, of every citizen ‘to have his or her affairs handled impartially, fairly and within a reasonable time by the institutions and bodies of the Union’. The entry into force of the Treaty of Lisbon increased the democratic legitimacy of the Ombudsman thanks to his election by the European Parliament and extends his remit to include the common foreign and security policy and the activities of the European Council. I voted for this resolution because I welcome the results of activities in 2009. The average time taken to consider complaints fell by four months in 2009, and more than half of the procedures initiated were concluded by an amicable resolution. This bears witness to the effective cooperation which exists between the Ombudsman and the institutions and bodies of the Union. I feel that it is necessary to increase EU citizens’ confidence in the EU and its institutions and, above all, to ensure that citizens have every opportunity to obtain the information they require and have faith in the ability of EU institutions to defend their rights."@en1
