"The ENVI resolution was fairly narrowly adopted (final vote 292/274/38) with the following changes/remarks: the reference to ‘without prejudice to moving to a 1.5 ºC limit’ was deleted with a narrow majority (RCV Amendment 14 and Amendment 18: 307/304/xx); the explicit mention that LULUCF and AAU loopholes could nullify all Annex I targets was deleted (Amendment 16: 316/301/xx), but other paragraphs requiring robust rules that are designed to deliver emissions reductions from Annex I remained. Without an electronic check a paragraph repeating the UNFCCC 4AR science and 40% was said to have been defeated (although in a separate vote on the same paragraph the part about 40% being required by science for +2 °C had been maintained). The paragraph reiterating ‘the need to adopt a domestic greenhouse gas emissions reduction target for the European Union of 30% by 2020 as compared with the 1990 level, in the interests of the future economic growth of the European Union’ was maintained (PPE Amendment 20 rejected by RCV: 298/316/xx). All in all it remains a good resolution, containing many good messages regarding the Kyoto Protocol, limits to offsets and criticism of LULUCF and AAU loopholes as well as strong language on the historical responsibility of industrialised countries and the need to finance developing country climate efforts."@en1
