"This report clearly draws attention to several significant issues: the incomplete implementation of legislation, the incomplete and insufficient integration of sectoral policies, the insufficient scientific knowledge and gaps in knowledge, the lack of political will, the insufficient financing, and the lack of effective instruments aimed at dealing with specific problems, such as invasive alien species. In general, we share the concerns and demands expressed in the report. We view the inclusion in several of its chapters of proposals that we made during the debate in the Committee on the Environment, Public Health and Food Safety as positive, particularly those relating to financing and the inclusion of biodiversity in the relevant sectoral policies. However, we cannot fail to point out and stridently reject the inclusion in the report of the reference to possible innovative systems for the payment of ecosystem services, even if this is included merely as a suggestion for consideration. This is an unacceptable commercialisation of nature. The loss of biodiversity constitutes one of the consequences of a system – capitalism – that is based on the exploitation and commercialisation of nature and its resources, irrespective of their natural capacity for regeneration. It will not be possible to find a solution that is fair and effective for this or other environmental problems within the framework of this system."@en1
