"Thank you, Mr President. The European External Action Service offers the possibility of making European Union foreign policy more effective, more unified and strategically more coherent. It is high time we proved that we can work in a coordinated way and that our influence in the world has not diminished. The European External Action Service will represent the common position of the whole European Union. However, without taking into account and harmonising individual Member States’ interests and delicate issues, the Service will not be able to function effectively. This practice must become the priority of European Union foreign policy. Adequate geographical representation must be an unambiguous fundamental principle in the formation of the Service. From the earliest days of its activity, we must ensure professional and also proportional representation of Member States’ diplomatic corps in this Service. The compromise that has been introduced – meaningful representation – places a special responsibility on the foundation of this Service, in order that all Member States are truly properly represented in the newly established Service, and I am grateful to Mr Brok for his splendid work on this report.
