"Mr President, ladies and gentlemen, as of 1 February 2010, the previous SWIFT Agreement with the US ceased to have effect and now there is a new agreement. One could simply say that a sense of responsibility has prevailed, but to me it does not seem to be the case. It would be enough to set the former regulatory hypothesis side-by-side with the one agreed over recent days to fully appreciate the significant improvements achieved thanks to the contribution of the European Parliament, and thanks to the negotiation of the Commission and the Spanish Presidency.
My public law professor used to say that the best agreement is one which shall have to be improved. We shall therefore have to make do with a good agreement, which sets out a desire, and a common strategy against terrorism, but now we need to involve third countries, which are essential for the process of fighting terrorism. Lastly, I believe that this agreement strikes a proper balance between the right to privacy and the right to security."@en1
