I happen to live near the River Dodder in Dublin, and relatively small rivers can cause terrible devastation in cities in a relatively short period of time. Can I ask that a manual be prepared, which would include such things as, for example, making sure sluice gates are cleared, not blocked by debris, because things like that cause this sort of damage. If there were a manual, it really should be applied by local authorities, but it could be best practice which could be shared throughout the European Union, and I would encourage that that be done."@en1
