"I support this report because it simplifies the enormous administrative and bureaucratic burden currently weighing down farmers. I am very confident that as a result of the report, a new form of relationship will emerge between the officials responsible for implementing the common agricultural policy in Member States, especially in post-communist states like Hungary, and farmers. This will put an end to the sort of practice in use until now, which systematically punished, penalised and terrorised farmers. I hope, too, that a new form of cooperation will also develop at last between officials and clients. I think it is very important that responsibility does not rest only with farmers, who have hitherto had to pay fines for every petty incident, but that the state, too, assumes responsibility, such as when the office is late in paying farmers what they are owed. Claims for such payments should be enforceable in a court of law by both farmers and clients."@en1
