"Mr President, my colleague, Mr Häfner, has mentioned some of the conditions for ensuring that this initiative is, as he said, feasible, credible and legitimate.
I, for my part, would like to draw this House’s attention, on the one hand, to the opinion of the Economic and Social Council, which is very interesting, and which could also shed light on the decisions to be taken and, on the other hand, to stress the fact that participatory democracy works when everyone – the MEPs, the Council, civil society organisations and unorganised citizens for whom the citizens’ initiative is an opportunity – has a role to play.
In this regard, Commissioner, pursuant to Article 11 of the treaty, which also provides for the possibility of establishing a structural and organised dialogue with civil society, I would like to ask you what kind of initiative you envisage – on the model of the social dialogue provided for by the treaties – and to know whether, alongside the citizens’ initiative, which is very interesting and very useful, you intend to organise the dialogue with civil society in a structural and interinstitutional manner."@en1
