"On behalf of the Committee on Petitions, I have drawn up an opinion on the SOLVIT network, which I fully support, since it is a means which helps citizens who encounter difficulties. However, I would like to make an important point on which I will elaborate: the need for full cooperation between all the stakeholders who are contacted by the citizen. What options are available to the citizen who encounters a difficulty? He may either file a petition in front of the European Parliament, which is endowed with such power under Article 194 of the treaty, he may present a complaint to the European Commission, or else he may file a complaint with SOLVIT. The citizen may also seek redress by addressing a complaint to the European Ombudsman, but this creates great confusion with the result that the citizen would not know exactly where to seek redress and assistance. Consequently, in my opinion, and on behalf of the Committee on Petitions, I appeal for greater cooperation between all institutions involved so that the citizen will know exactly where he needs to seek redress."@en1
