The Republic of Croatia has made appreciable efforts to come up to the required standards, particularly in combating organised crime through new anti-mafia measures, but it needs to make further efforts, particularly in the judicial field, before the 2010 negotiations can conclude. The institutions of the Republic of Croatia can make further steps forward to come into line with the requirements of the first protocol of the European Convention on Human Rights, signed in Paris in 1952, by considering the return of nationalised assets to their rightful owners."@en1
