". − The adoption of a European Cormorant Management Plan appears to be the most viable solution for reducing the damaging effect that these animals have on fishery resources in some regions of the EU. Cormorants, with a daily consumption of 400-600 g of fish, take more than 300 000 t of fish from European waters every year, representing a total of fish greater than the combined aquaculture production of France, Spain, Italy, Germany, Hungary and the Czech Republic. Although primary responsibility in this field rests with Member States and their regional or local authorities, it has already been demonstrated that purely local and/or national measures are not capable of reducing for any length of time the negative impact of cormorants on European fish stocks and fishing. A common, legally binding approach which is accepted and applied throughout Europe is therefore seen as the ideal solution for guaranteeing the central aims of this directive, particularly the ‘good conservation status’ of the species of bird in question, as well as a diverse group of species of fish. The defence of the legitimate interest of fishermen and fish farmers in the economic use of fish stocks is another factor, no less important, which could be safeguarded by an approach of this sort …"@en1
