"Mr President, under the guise of noble environmental protection objectives, the richest states and companies are forcing through a climate change package which will hit the less well-off European Union states. In the context of a world crisis, mining and power generation in countries including Poland are being attacked, at the expense of inhibiting economic growth and causing mass redundancies. I too support reducing carbon emissions in Europe and in the world, but not at any price.
We cannot close coal-fired power stations or coal mines overnight. It is not too late to work out a wise compromise acceptable to all states. But such a compromise will become possible only if the special features of national economies are taken into account. Otherwise we will be facing a situation of
