Madam President, ladies and gentlemen, I have voted in favour of Mrs Geringer de Oedenberg’s report on monitoring the application of Community law. Figures are objective; they can be interpreted but cannot be disputed: the notable increase in infringement cases and failure to abide by rulings of the Court of Justice, or to transpose directives within the timeframe set, indicate that there is a need for greater monitoring of individual Member States by the Commission.
In addition, I am convinced that there should be greater cooperation between the European Parliament and national parliaments, in order to promote and indeed to add force to the application of Community law at national, regional and local levels. I also approve of the inclusion in the text of the issue of the management of the Structural Funds: Member States need to be reminded that if they wish to benefit from the Funds within the 2007-2013 financial framework then they must adapt their legislation to comply with European law, above all with regard to environmental protection, in such a way as appropriately to foster economic and social development at regional level."@en1
