"The Lambsdorff report (and related recommendation) gives a clear political signal for the strengthening of the European Union’s profile within the United Nations; taking the Commission and the Member States together, the Union provides the UN with over 40% of its funding, but has not as yet acquired any political sway or capacity of influence in return.
