". We know that Community education and training statistics were developed in the past decade based on an informal agreement between the Member States as a response to the Council Resolution of 5 December 1994 on the promotion of education and training statistics in the European Union. Those statistics are compiled by the Member States and forwarded to the Commission (Eurostat) annually on a voluntary basis through a joint action carried out with the OECD and the UNESCO Institute for Statistics, usually referred to as the ‘UOE data collection’. Eurostat also collects data on education, training and lifelong learning through other sources in addition to data on vocational training in enterprises. Now there is an attempt to have a new legal framework to regulate and formalise the production of Community statistics if there is to be a viable system for producing statistics in these sectors, but there were some gaps and some confusion which it was necessary to clarify during the Parliamentary debate. The final text therefore appears to ensure greater transparency; it is also hoped that implementation will not impose undue administrative or financial burdens."@en1
