"One of the EU’s basic obligations and responsibilities is to create safe living conditions for European citizens. The volume of inland goods transport within the EU is constantly expanding and, in line with that increase, the volume of dangerous goods transported has also been rising.
We therefore need to ensure that the legislation applicable to the transportation of dangerous goods is simplified and clarified. The intention to include under a single directive the transportation of dangerous goods by rail, road and inland waterways might encourage co-modality and, by the application of established rules, improve safety and speed based on the adoption of new criteria on fast delivery of goods and provision of the relevant services. A prerequisite for that is, therefore, ever greater safety in transportation throughout the territory of the EU, including the transportation of dangerous goods; I believe that will be possible with the implementation of the measures contained in this directive."@en1
