Changing patterns in the world of work, the fragility of certain sectors such as industry, the explosion in the services sector and increased mobility of the work force are all phenomena making it necessary for the European Parliament to work towards greater protection for workers. As long ago as December, Mrs Bachelot’s report set out to establish a European Globalisation Adjustment Fund, and it is this same concern to take account of the rights of workers that lies behind the Directive on the protection of employees in the event of the insolvency of their employer. Every year, thousands of employees are deprived of income, sometimes for months, as a result of their firms becoming bankrupt, thereby resulting in hardship. This directive will allow codification of all the rules relating to the protection of the employee in the event of the insolvency of the employer, and it will apply to any employment relationship, whatever the type of contract. The completion of the internal market, which is sometimes wrongly accused of increasing insecurity on the labour market, may, on the contrary, give rise to genuine legislation and the creation of a system of protection for employees.
