"Mr President, the Vice-President of the Commission was right to point out that we, together, have managed to solve the problem of over-bookings or, at any rate, to improve the situation. In adopting this directive back in 2004, we had set the standard for delays very low after the airlines told us that the 9/11 disaster meant that stringent rules would make life virtually impossible for them.
