In adopting this directive back in 2004, we had set the standard for delays very low after the airlines told us that the 9/11 disaster meant that stringent rules would make life virtually impossible for them. They make a practice of simply letting delays pile up, so that, with several landing and takeoff manoeuvres in the course of a day, these delays eventually add up to many hours, for which no financial compensation is paid.
