Although it does not introduce any technical innovations in terms of natural disaster management and prevention, it does offer an important survey of the possibilities and the knowledge currently available. I warmly welcome the proposals to create directives on the prevention and management of fires and drought, which I believe to be an extremely important factor in forward planning and a more efficient response to natural disasters. I also welcome the proposal to set up a European Monitoring Centre on drought, desertification, floods and other effects of climate change, which should play a vital role in studying and coordinating best practice as regards civil protection. The report mainly relates to the problem of forest fires and drought, and refers occasionally to floods, which means that it is of crucial importance to Portugal and the other Mediterranean countries."@en1
