"Commissioner, the Commission indeed presented a very ambitious financial framework. The Council cut it drastically at its December meeting. Negotiations are currently being held in the trialogue. What I find a little lacking here is the role of the Commission. If the Commission presents such an ambitious proposal, why is there nothing more to be heard from it, and why is Parliament no longer willing to fight to receive the budgetary resources we need for the implementation of these programmes? This particularly concerns rural development – not only in the outermost regions, but in rural areas in general, where a massive transfer of funds is required to reach necessary levels."@en1
