lpv:spoken text	"Mr President, before we go off on the summer break I wanted to talk about a problem that has arisen in my country. The problem is that, after nine years of refusing to sign a border agreement with Estonia, Russia finally did so last month, but the Estonian Parliament, following typical parliamentary procedure, added a unilateral non-binding declaration saying that the legal continuity of the State is enforced even when territory is given up. The Russians have now said they are going to withdraw from the border treaty. This is a problem not just for Estonia but for Europe as well, because the border between Estonia and Russia is also the border between Europe and Russia. Since everyone is about to go off on vacation and the Council will not be dealing with this until September, I thought it would be appropriate to raise the issue at this point."@en1
