"Mr President, I was somewhat surprised to hear Commissioner Patten say that the Annan plan remains a sound basis for a possible reunification of Cyprus. We should not overlook the fact that in April of this year, a referendum was held about this plan, and that a large majority of the Greek Cypriots voted it out. When a referendum is held, the outcome should be respected. The financial support to that part of the island that is occupied by the Turks was intended to be conditional on the Annan plan being rubber-stamped by referendum, which did not happen. Pledging EUR 259 million to the northern part of Cyprus is tantamount to recognition of the military occupation of that area by more than 35 000 Turkish soldiers. It appears that the European Union has no problems with the fact that a candidate country is occupying part of the territory of an existing Member State. Not only are we about to start accession negotiations with Turkey, but the occupation of Northern Cyprus is now also being rewarded financially, and this is absurd."@en1
