On 16 October 2001, the Council authorised the Commission to negotiate an agreement with the Swiss Confederation providing for measures equivalent to those that must be implemented in the Community, with a view to ensuring the effective taxation of savings income in the form of interest payments. Implementing the provisions of Council Directive 2003/48/EC of 3 June 2003, on the taxation of savings income in the form of interest payments, will depend on the Swiss Confederation’s implementation of measures equivalent to those laid down in the aforementioned directive, in line with an agreement concluded between that country and the European Community. Consequently, it is proposed that we should adopt the agreement between the Community and the Swiss Confederation, which provides for measures equivalent to those laid down in Directive 2003/48/EC on taxation of savings income in the form of interest payments and the accompanying Memorandum of Understanding.
