lpv:translated text	". I share the idea that Community consumer protection rules have failed to adapt to a rapidly changing market. This is why, in stimulating a debate on possibilities for improving the operation of the internal market, the Green Paper is extremely opportune. I also agree with the attention the Green Paper pays to the new relationships between undertakings and consumers, particularly in the context of electronic commerce. In fact, the emergence of this new commercial situation as a result of the explosion of electronic trade calls for realistic measures to be adopted, specifically measures in line with the principles of greater security in legal trading, the security of commercial transactions, consumer protection and fair trading practices between competitors. In order to achieve these aims, I agree with the view put forward by the Committee on Legal Affairs, specifically with regard to the need for Community legislation arising from this Green Paper to be clear, simple, coherent and of high legislative quality. I am also of the view that it is crucial to promote, as suggested, impact studies and preparatory studies (upstream), and studies of the effects (downstream), enabling the creation and gradual development of a system that is accessible, effective and available at low cost for consumer protection and dispute resolution."@en1
