"Mr President, I must confess that the President-in-Office of the Council was not very clear on this question. I have listened carefully to his words, which at times seemed contradictory insofar as Libya would be invited to participate, but does not appear to be contemplating a change in the situation.
In any case, I would like to ask him the following supplementary question: is there a will to work towards a rapprochement? Are there any plans to improve mutual understanding between the European Union and Libya? If things go well, what agreements could be reached? Would these be the same agreements as with other North African countries within the context of the Euro-Mediterranean partnership? What would be the likely timetable for action?"@en1
