"Madam President, ladies and gentlemen, the ECSC Treaty will soon expire. Nevertheless, in Germany there is a compromise solution for coal which will run until the year 2005. I am assuming – and I hope that the Commission will contribute appropriate constructive solutions – that we will have a transitional arrangement to fill the three years between 2002 and 2005. But for the time after 2005 I should like to make it quite clear that there can be no 10% energy base in the EU Member States which is exempt from all supervision by the European Union's competition authorities. This is no solution for the future. This solution would damage the European Union's competition policy and at the same time make energy more expensive – on top of the effect of promoting renewable energies – which would in the end harm Europe's desirability as a business location."@en1
