"There is also something else I would like to say to Mr De Clercq, who spoke of the World Trade Organisation, the WTO, and who asked to what extent this problem could be dealt with within the scope of the WTO. Well, there are agreements on intellectual property and the associated rights, and that is to do with international trade of course, which is why agreements of this kind come under the umbrella of the World Trade Organisation. These agreements also contain important measures concerning the way in which intellectual property rights can be put into practice. Now, before we start thinking about strengthening these measures, as far as the Commission is concerned, it appears important to ensure that they are also put into practice in an effective manner, particularly by the developing countries. So let us first see how far the measures that have been agreed upon work in practice, outside Europe, and particularly in relation to the developing countries. Afterwards, and in the light of our experiences, let us see to what extent it is necessary to uphold and strengthen these measures.
Mr President, that is what I wanted to say in response to the comments made by certain members attending this sitting, and to the questions some of them have asked. On a final note, allow me to say that the Commission hopes to engage in fruitful cooperation with Parliament on this important issue and may the sound cooperation we have enjoyed hitherto continue."@en1
