"Mr Rübig, as President-in-Office, I cannot give you an answer for the simple reason that the statement by the Portuguese Prime Minister on behalf of the fourteen Heads of State and Government of the Member States of the European Union was adopted bilaterally and not by him in his capacity as President-in-Office of the Council of the European Union. Nevertheless, I would like to say that the various preventive actions taken on a strictly bilateral basis by these Member States was actually a set of actions of what I would call preventive political action at diplomatic level. We feel that they were perfectly justified and seemed to be reasonable in the face of the actions and personalities of a party which, although it has become part of a European Union government, does not strike us as being able to guarantee that it can meet the Union’s aims. I do not wish to dwell on this subject on behalf of the Council presidency, because my government intervened at the request of, and in conjunction with, fourteen Member States and not in its presidency capacity."@en1
