"Mr President, Commissioner, a few months ago, I heard Johan Van Hecke condemn here, in explicit and appropriate terms, the then government which was brought down by a coup. I agree with the Members who claim that this is not the right way. In such a country, however, there are not many right ways to go about these things. This regime was a bad regime. We now hope that the relevant process can be set up because, to us, democracy is not just about the day of the elections.
Democracy is a process and, by using the articles of the Lomé Convention, negotiations could possibly lead to the desired result, provided that the European countries give their backing. Another option would have been instant exclusion of the country from Lomé aid, but I think that the procedure chosen offers a number of possibilities, provided that we know exactly what we want and we are also ready to actually help this country."@en1
