"Madam President, I would like to add my thanks to all the others for what has been an extremely long process. I do not think that many of us would want to go through it again, but I would like to thank everyone involved.
As many involved in the process will know, I find it very difficult to agree with much of the final text. We could have achieved more and there is a lack of provisions which I consider essential in order to overcome the many challenges faced by the agriculture industry across the European Union. I can support the rural development and horizontal regulations, for both will allow for more flexibility and common sense in the application of the common agricultural policy.
However, the ECR believes that the overall package does not address the biggest challenge faced by farming in the European Union, namely to produce more food using less land, less water, and less fertiliser and pesticides. Instead, it focuses on greening proposals which will take the best land out of production. I support the aim of greening the CAP, but this should be done by means of rural development schemes under the second pillar, not by means of a bureaucratic and complicated mandatory greening of direct payments that will bind our farmers with bureaucracy and red tape.
I would also like to take the opportunity to say that I heard what the Commissioner said about delegated acts, but I think he has got to take with him the message that has already been expressed in this House: if there is any attempt to change the political deal – and I recognise that it was a political deal, even if I do not agree with every part of it – the Committee on Agriculture and Rural Development and its coordinators will not tolerate it.
I hope the Commissioner and Commission officials take with them the message which is very strong here today that we want to see implementation as it was agreed in the very deep and very finely-tuned political agreement which was made. We will not tolerate anything other than that."@en1
