"This regulation will provide stability and legal certainty for the whole sector for the next decades, ensuring growth and job creation. The new framework should boost the efficiency and strengthen competitiveness of maritime ports of the trans-European transport network, whilst taking into account the specific situation of ports located in outermost regions.
The agreed text provides that social and labour rules would not be affected by the Regulation and that port workers should receive adequate information about their working conditions. It also invites the EU-level Sectoral Social Dialogue Committee for Ports to develop guidelines regarding training requirements to prevent accidents and ensure the highest level of safety and health for port workers. Furthermore, the report secures the right to strike, stating that industrial action does not constitute grounds for taking emergency measures
The Regulation also approved financial transparency provisions that would ensure fair competition and prevent price abuse, in particular when services are not subject to effective competition."@ro2
