"The International Convention on Liability and Compensation for Damage in connection with the Carriage of Hazardous and Noxious Substances by Sea – HNS Convention – represents a relevant international legal instrument in terms of transport and environment. The ratification of the 2010 Protocol, which represents practically the ratification of the HNS Convention in its new form of 2010 is considered to be very important for the EU, as it provides for improved protection of the victims of damage in connection with the carriage of HNS by sea, but there are divisions in terms of the period in which that should be done and the terms that the Council established for it. I therefore welcome a swift ratification by all Member States. The Council should reconsider its position, and should see that it is not beneficial to create legal uncertainty and divisions between legal regimes in Member States in an issue that has so many cross-border implications."@ro2
