Nineteen have fulfilled them, seven are on their way to doing so – and we have made this differentiation that they have to do that – and only two countries have opt-outs and opt-ins. We have kept the stability of the development of the euro; it is agreed that the eurozone can be deepened, and it is agreed that everyone here has the same right and a level playing field. But it was also agreed that these seven countries will have all the advantages of future member countries of the eurozone.
