"The success of development policies is dependent on the effective implementation on local level that directly targets the communities and individuals in need.
European external policies, including development policies need to reach far and create the desired multiplier effect. In the current refugee crisis, it has become even more evident that Europe has to do more to aid communities in their home regions. This does not only mean allocating more funds, but making also sure that these funds actually reach local communities and are spent in a meaningful, sustainable way creating added value within the community.
The UN last week adopted the ambitious sustainable development goals. Many of expected outcomes can only be reached if local authorities and communities are fully on board. EU should play a constructive role here and empower local communities as much as possible, for example by considering decentralised financing mechanisms that would enable in case of difficult, or malfunctioning state hierarchies to bypass those."@et1
