lpv:spoken text	"I welcome the adoption of this proposal as first and foremost, the local level is the birth place of democracy which is the prerequisite for genuine growth. Local authorities have to be empowered through financial, technological and human resources fairly allocated between the central and the local governance levels as it is the local authorities that can help the most to ensure proper implementation for the goals of sustainable development. Decentralisation and good governance at a local level is crucial for ensuring support for indigenous people, meaning better use of natural resources, better understanding of the needs of inhabitants, fighting poverty, and providing security, educational and social guarantees. Support for local authorities also promotes a bottom-up policy approach and safeguards the communities from one-size-fits-all approaches."@lt2
