It is the prerogative of the President to decide how many catch-the-eyes and how many blue cards he or she gives. In the agenda we had five minutes for catch-the-eye, which usually means one person per group. We also have a practice whereby, when we give catch-the-eye, we look to see who has not yet spoken. Those who have had blue cards are not called in catch-the-eye and those who have not spoken can speak. I am not going to discuss how my colleague was doing that; there is a rule that it is up to the President to decide how many catch-the-eye speeches he or she gives, so this is all I can say. We now have a different debate and I will switch to German."@de2
